The launcher should have all prepared files ready to boot up Java Minecraft every time I want to play, and no update has been issued to the game, or the launcher. Simply launching a fresh version of a Forge based Java Minecraft instance for the first time (As in, the first time the launcher was opened since it was last closed), the launcher will proceed to download a ~20-21MB file every single time, unless the launcher is left open between instances of actually clicking the "PLAY" button.
